Project aims

Research assessment has been in constant flux in Lithuania. After twenty years of experimenting with metric-based research assessment, policymakers introduced the Comparative Expert Assessment (CEA) along with additional measures – of both economic and social impact – that were relatively new to Lithuanian academics. In 2018, CEA experts stated that some areas were still stagnating and would probably not improve without focused efforts.

In a qualitative research project, started in 2019, the applicant has sought to identify the drivers and barriers in applying national research assessment tools. Through an in-depth analysis of fifty interviews, inclusion emerged as one of the significant and contentious issues.

While policymakers use metric-based research assessment as an instrument to push for the inclusion of Lithuanian research and researchers in international academic communities, preliminary findings highlight issues with inclusion in local academic communities.

The main goals of this project are to reach out to German researchers who extensively explored inclusion issues in the academic community and to organise two events that bring their knowledge and insights to Lithuanian researchers and science policymakers:
(1) a seminar to acquaint the Lithuanian community with the applicant’s research findings and relevant foreign expertise.
(2) a round table discussion to obtain condensed feedback from Lithuanian researchers and policymakers.

Main activities and venues

  1. The online sociology of science seminar at TU Berlin’s Institute of History and Philosophy of Science, Technology, and Literature – Eleonora Dagienė will present the preliminary results of her analysis of the interviews with Lithuanian academics and politicians.
  2. The public seminar on “Inclusion in Local and International Academic Communities” in a hybrid format (in-person and online) will be held at Mykolas Romeris University, Ateities g. 20, Vilnius
  3. A round table discussion on the issues presented at the seminar will be conducted with invited policymakers, administrators, and researchers at Mykolas Romeris University, Ateities g. 20, Vilnius

Direct and indirect target group

Direct:
Target group: policymakers, research administrators, and researchers of higher education institutions in Germany and Lithuania
Expected number of beneficiaries:
Project participants – four researchers
Participants of the seminar – 100 (or more because of its hybrid format)
Participants of the round table discussion – up to 20 (policymakers, researchers, and project team)

Indirect:
Target group: policymakers, research administrators, and researchers at higher education institutions in other countries.

Expected number of beneficiaries:
Hundreds or thousands (as measured by the combined number of the international academic community) will be reached when the final results and recommendations of the project are published in journal papers (e.g. ‘Science, Technology, & Human Values (ST&HV)’ or ‘Science & Technology Studies’).
